TEAMER Request for Funding Applications - Round 2

US and International organizations can apply for technical support to the Testing Expertise and Access for Marine Energy Research (TEAMER™) program, sponsored by the U.S. Department of Energy (DOE) and directed by the Pacific Ocean Energy Trust (POET). Through 2-3 annual open funding calls over each of the next three years TEAMER will support developers seeking access to the nation’s best facilities and expertise.

Over this time, TEAMER plans to distribute approximately $9 million through Requests for Technical Support, RFTSs, to support marine renewable energy (MRE) testing and development projects.

Applicants are required to have consulted with their preferred facilities prior to applying for TEAMER support. Only approved test facilities are eligible to provide technical support. Approved testing and expertise facilities can be found on the TEAMER Facility Network page. Applicants are required to discuss the feasibility of their proposed assistance, as well as timelines and availability, with facility managers, specified on the Facility Network page, to ensure their projects are within the facility’s capabilities. Upon receiving completed applications, the TEAMER Network Director will request a letter of response from the facility manager listed on the Facility Network page to confirm these conversations have occurred, and the proposed project is achievable within the facility capabilities and program constraints.

When ready, complete the TEAMER Request for Technical Support Application from the TEAMER Application page (applications are only available during the application period). Follow the rules on the form to complete the application. Visuals aids can be attached to the application to provide additional content and context. Only visual attachments which support information within the application will be reviewed.


Successful applications will:

• Clearly align with the goals of TEAMER;
• Define a clear technical objective;
• Show coordination with the chosen facility based on the material in the application and letter of response;
• Include a clear description of why this is a logical next step in the technology’s development;
• Demonstrate a reasonable timelines that fits within the 6-month RFTS period;
• Do not rely on pending testing to execute;
• Provide value to the industry at large.

Applicants may designate a primary and secondary facility to conduct the work to mitigate conflicts with facility availability. In addition, applicants may apply for assistance at up to two facilities to support a single scope of work. Such applications must demonstrate a multiplicative benefit from involving two facilities and coordination between the facilities. Projects conducted serially across facilities will need to justify why the scope of work cannot be separated into two RFTS rounds. TEAMER reserves the right to re-scope a project if recommended by the Technical Board.

Applications will be reviewed by multiple subject matter experts using the criteria listed below. These criteria should be considered when filling out the application.

Technical Feasibility – 60% weight

• The proposed work plan is technically feasible and it is clear that the applicant understands the technical challenges of the proposed work.
• The application includes a clear description of the applicant’s technology, objectives of technical assistance, and type of support.
• Letter of Response from the facility confirms feasibility of activity and is consistent with the application.
• TEAMER assistance builds off previously completed work and is a logical next step for applicant.
• Likelihood of success

Impact and Relevance – 40% weight

• Relevance to end-use market
• Overall value/impact to the marine energy industry
• Overall value/impact to the applicant
• Likelihood that TEAMER support will advance the state of marine energy technology and scientific knowledge and/or improve the technology

Upon completion of the review period (within approximately 60 days of the closing of the application period), the Network Director will notify applicants on the status of their RFTS. Chosen applicants will then be required to submit a completed TEAMER Test Plan. Only upon approval of the test plan can assistance activities commence.
