Dr. Victoria Broje is an internationally recognized expert with 25 years of experience in environmental science and emergency response. She supports Shell businesses worldwide as a Principal Technical Expert in spill response technologies, research and development, regulatory and public outreach, and environmental impact assessments. Dr. Broje participates in developing best industry practices in emergency response and environmental protection working through trade associations such as API, IOGP, CAPP, and IPIECA. She engages with governmental agencies of the US, Canada, Mexico, Kazakhstan, Colombia, Australia, and many others to improve environmental regulations around emergency response. She also serves as Chair of the Board for the Clean Caribbean and Americas, a non-profit organization dedicated to outreach on spill response and environmental protection topics, and advises numerous academic projects.
She received her Master’s degree in Offshore Engineering in 2001 from the Saint-Petersburg State Technical University in Russia, where she specialized in modeling oil spill behavior in arctic marine environments. She received her Doctoral degree in Environmental Science and Management in 2006 from the University of California, Santa Barbara. Her dissertation focused on the mechanical recovery of oil spills and resulted in a patented skimming technology, which later won the Wendy Schmidt Oil Cleanup X-Challenge for the most efficient oil spill recovery equipment in the world.
In 2010, Dr. Broje was seconded to BP to support the Deepwater Horizon response in the Gulf of Mexico. Over the years, she led numerous research projects to improve spill response efficiency and coauthored three publications for the US National Academy of Sciences, including the new “Oil in the Sea IV” book. In 2024, she was elected as the first female to chair the International Oil Spill Conference in its 55-year history.

Marine Technology Research Engineer - Shell
Marine Technology Research Engineer with Shell, focused on screening and identifying marine renewable technologies with the potential of becoming economically viable and seeking innovative metocean approaches to support the business. Before joining Shell, Luz was a metocean consultant with RPS, where she held technical, commercial, and digital solution-delivery responsibilities. She has experience in the software development life cycle, design thinking, and client and stakeholder management. In addition, Luz led innovation initiatives and helped RPS transform into a technology-enabled consultancy. Her product portfolio focused on data and artificial intelligence, visualization and mapping, and digital twins. While at RPS, Luz supported Shell's Metocean program in the Gulf of Mexico. Her responsibilities included metocean data processing, analysis, real-time monitoring, and regulatory compliance.
Luz is a Certified Scrum Product Owner with an MS in Physical Oceanography (Texas A&M, College Station) and a BE in Geophysics (UNAM, Mexico City).

Kaci Callahan
Applications Engineer
Kaci is a Louisiana native, newlywed wife, and pug mom. She attended Louisiana State University in Baton Rouge, where she obtained her Mechanical Engineering degree in 2008, and has been working in the oil & gas industry for the past 16 years. Throughout her career, she has gained invaluable experience in the industry, starting out in refinery equipment design, which led her to finding her niche in flexible pipes/hoses. She has held numerous roles with various flexible pipe manufacturers including Design Engineer, Project Engineer, Test Engineer and Sales Engineer. Currently, Kaci is an Applications Engineer with ContiTech Oil & Marine, where she provides technical engineering support to customers utilizing high pressure flexible hoses for offshore drilling and production applications. Throughout her career, she has demonstrated strengths in problem-solving, resourcefulness, and resilience, and she is well-known for her meticulous attention to detail - all of which has lended to her success in a dynamic and complex industry.
